Well, you might be surprised. After all their marina seems to be thriving so sailor scouts might have no trouble getting their merit badges.
Oh wait….
As an aside, I think there may be significance to the fact that Dreadnaught Scout is lower on the totem pole than Fear Scout. It may be that the transition signifies an important life lesson.
